I have I Phone 4S, Version 8.3 memory 64GB. Accidentally this phone washed in washing machine for 45 mins.
The phone is not getting starts and the memory was not transferred in to I - Cloud. Please advice how to take storage which is about 45 GB inside the phone.

Backups must occur before catastrophes. After a catastrophe it is too late.
Your iPhone is likely damaged beyond repair. But if you wish you might take it to an Apple Store or Authorized Apple Service Center and let someone look at it and advise you how to proceed.
Your replacement iPhone can restore whatever you had backed up before the catastrophe (plus any apps, music, etc. you purchased in the iTunes Store).
